MEET THE TEAM
Howard B. Ray, P.E. President
Howard B. Ray leads HRC’s 25+ member team of civil engineers, surveyors and landscape architects. He inspires the firm’s employees to put client needs first, and personally oversees quality assurance for all projects. A civil engineer, Howard joined the firm in 2000 and remains directly involved in client work, specializing in value engineering, storm water and water quality. In addition, he spearheads business development, and serves on the boards of Tanner Health, the Carroll County Chamber, Douglas UnitE and the Carroll Symphony. He’s also a board member and outgoing chair of the Douglas County Chamber. A Georgia Tech grad, Howard mentors STEM students at a local high school.
Darryl D. Ray, R.L.A. Vice President
Darryl Ray is a registered landscape architect and vice president of HRC, responsible for planning and design projects on behalf of clients of the Atlanta-metro area firm. He joined the company in 2005 and leads the design team with a hands-on approach, from conceptual master planning through project implementation, to assure creation of the attractive, functional and sustainable spaces for which HRC is known. Darryl earned two bachelor’s degrees as well as a master’s from Mississippi State, and also taught at the university’s department of landscape architecture.
Aaron M. McCullough, R.L.S. Vice President
Aaron McCullough heads the land surveying and residential design section of HRC—and serves as vice president of the firm. He joined the company in 2007 and since then his priority has been to create productive long-lasting client relationships through the delivery of customized, innovative solutions. A registered land surveyor, Aaron earned a bachelor of civil engineering technology from Southern Polytechnic State University in Georgia.
Phillip Ray, R.L.S Director
Phillip Ray directs a broad range of surveying activities for HRC. An accomplished professional with more than 15 years of experience, Phillip’s primary focus is leading the firm’s survey teams to help assure the success of clients’ site development and infrastructure projects. He attended Southern Polytechnic State University in Georgia and obtained his license as a registered land surveyor in 2004.

TANNER HEALTH SYSTEM
Tanner Health System is a five-hospital nonprofit health system providing convenient, personalized health care to communities across west Georgia and east Alabama. Tanner’s physicians and staff provide the latest technology and treatment options to advance patient health. HRC President Howard B. Ray serves on the board of directors.
TANNER MEDICAL FOUNDATION
Tanner Foundation is the philanthropic arm of Tanner Health System. Gifts to Tanner Foundation, both large and small, help save lives and advance health and wellness initiatives throughout west Georgia and east Alabama. HRC’s Director of Finance Shaye Ray serves on the board.

As a Chairman’s Club member, HRC provides valuable business insight into the county's economic well-being. We’re proud to support the Chamber's business and philanthropic activities throughout West Georgia. HRC President Howard B. Ray serves as chairman.

CARROLL COUNTY CHAMBER OF COMMERCE
This Chamber works closely with the U.S. Chamber of Commerce and the Georgia Chamber of Commerce both of whom maintain in-house teams of lobbyists ensuring issues that matter most to communities are watched, good legislation is passed and bills considered detrimental to Georgia business are blocked.
UNIVERSITY OF WEST GEORGIA PERFORMING ARTS
Townsend Center for the Performing Arts supports the academic departments of Music and Theatre throughout their various performance and educational endeavors, supports the academic mission of the University of West Georgia as a whole, and advocates the Arts and Arts Education to the university and surrounding communities.
MASTER GARDENER PROGRAM
The Master Gardener program in Georgia is a volunteer training program designed to help University of Georgia Cooperative Extension staff transfer research-based information about gardening and related subjects to the public by training home gardeners. Master Gardener Extension Volunteers are active in many Georgia counties. Through this program, Cooperative Extension is able to reach out and serve more citizens with educational programming and demonstrations in 5 target areas.
GEORGIA GRAVITY GAMES
HRC sponsored South Douglas Elementary in the Georgia Gravity Games 2018 (and was a 2016 and 2017 sponsor as well). View the kid-produced video to learn more about the program.
CAROLL COUNTY CHILD ADVOCACY CENTER
The company supports the Child Advocacy Center in its efforts to champion the needs of sexually, physically, and emotionally abused children in Carroll, Haralson and Heard counties through prevention, intervention and collaboration.
BEYOND THE FRONT PORCH
This organization has a dual mission. First, to bring back the experience of educational field trips to school-aged children. Second, to expose economically disadvantaged teens to non-traditional activities beyond their current surroundings. Serving children of Douglas County and surrounding areas.
BOYS AND GIRLS CLUB OF METRO ATLANTA
Working to save and change the lives of children and teens, especially those who need it most; providing a safe, positive, and engaging environment and programs that prepare and inspire them to achieve Great Futures.
A unique countywide public-private economic development organization that prepares for and promotes quality, sustainable growth in Carroll County, Georgia.
CULTURAL ARTS COUNCIL DOUGLASVILLE/DOUGLAS COUNTY
With a mission to nurture, guide and stimulate the enjoyment of and participation in the arts among Douglas County residents and visitors by providing an atmosphere conducive to the arts, broadening the spectrum of quality exhibits and performances available to the community, and fostering interactions with the arts through a range of satellite groups.
DOUGLAS COUNTY SCHOOLS
Douglas County School System is the 17th largest school district in Georgia with approximately 26,000 students in 33 schools and two specialized high school programs. Highly qualified teachers strive to provide quality instruction and hold high expectations for students.
HUMANE SOCIETY OF DOUGLAS COUNTY
The purpose of this society is the prevention of cruelty to animals, the relief of suffering among animals, and the extension of humane education.
The National Collegiate Landscape Competition is an annual three-day powerhouse event which brings together the top landscape and horticulture students, top industry companies and dozens of the biggest industry manufacturers and suppliers.
NATIONAL WILD TURKEY FEDERATION
NWTF is dedicated to the conservation of the wild turkey and the preservation of our hunting heritage.
HRC supports Sanctuary Village, a development designed to provide housing to people currently living in tents. The project converts donated double-wide trailers located at the landfill into efficiency apartments, providing a haven to those in need. HRC provides in-kind services.
